School Rules, Policies, Regulations
and General Information

Emergency Prodcedures
Parents should file emergency phone numbers in the office, and these numbers should be reviewed periodically for accuracy. Fire drills are practiced monthly. In addition, children participate in periodic earthquake drills. Emergency lock down and intruder procedures are also in place.

Supervision
Adult supervision on the playground begins 15 minutes before class time each day. No student should arrive earlier than 7:45 am.
Permission to Leave School Grounds
Encinal is a closed campus. If a child has to leave the school grounds, a written request must be given to the office, and the responsible adult should call for the child at the office. Students will not be released on the basis of a phone call to the office.

Health Policy
Pupils attending school should be in good physical health, without signs of contagious diseases. Communicable diseases should be reported to the office so that exposure notices may be sent home with classmates. Parents are asked to keep their sick children home until all signs of contagiousness such as vomiting, diarrhea and fevers have subsided for 24 hours. School personnel cannot administer medicines to students, but are responsible for dispensing them. Parents should bring all medications to the school office in the original prescription bottle/package from the doctor.

Absence Policy
Parents are asked to call the school office early in the morning of the first day of absence. Attendance is taken in the classroom immediately after the bell rings. Late pupils (anyone not inside the classroom by 8:00 am) must stop by the office for late slips so unnecessary calls home can be avoided. Lateness is disruptive to the class and to the student.

Excused Absences and Individual Study Plans
If a child must be absent for five or more days due to a significant family event, it is possible for the teacher to make up an Individual Study Plan (I.S.P.), which then enables the District to receive funding for the absence. The plan is signed by the parent, teacher and student, with one copy going to the Business Office. Last-minute requests are difficult to fill. When you need an I.S.P. for your child, an absolute minimum of two days notice must be given to your child's teacher. A preferable plan would be to have your advance notice match the number of days of the projected absence. Emergencies are exceptions, of course, and special arrangements may be made through the principal's office.

Class Placement
In the spring, grade level teachers organize class groups for the following year. New students are assigned to classes by the principal when they register for admission to school.

Report Cards
Report cards are issued three times per year. Parent-Teacher conferences take the place of first quarter report cards.

Lost and Found
All personal items such as clothing, lunch boxes, and play equipment should be clearly labeled with the first and last names. A lost and found collection area is located near the school office. Two to three times a year, all unclaimed items are given to a charitable organization.

Milk
Milk is available for students at a reasonable charge. Watch your Newsletter for information.
Lunch
Children must bring their lunches to school. Lunch period is from 11:45am to 12:30pm. On rainy days children eat in the classrooms. Children may bring a snack to eat at recess. The PTO provides a hot food day three times a week which the children can purchase in advance.

Classroom Parties
Parties for the children are organized by the teacher and the room parents during the year. Parents are asked by the room parents to help in some way. There may be parties for Halloween, December Holiday, Valentines Day, and the end of school.

Birthdays
To avoid hurt feelings, private birthday party invitations should be mailed rather than passed out at school. Check with your child's teacher as to their individual policy regarding classroom birthday celebrations.
Halloween Parade
For Halloween, the children bring their costumes to school to participate in a Halloween parade for the parents. Further information will be sent home in the Newsletter.
Walking
Children walking to school should be thoroughly taught by parents which route to take. Careful attention should be given to crosswalk safety. Students should cooperate fully with all crossing guards if present.

Bus
Sam-Trans buses are available to some students before and after school. The bus schedules are available at the office. The drop off and pick-up area is on Encinal Avenue beside the Little League field.

Bicycles, Skate Boards, Scooters
All Encinal students are allowed to ride to and from school. Parents are urged to remind their children of the safety rules as a supplement to the safety programs provided by the Police Department and classroom instruction. Riders must wear helmets and are encouraged to use safety equipment such as warning flags. Students who come to school and go home along Encinal Avenue should ride to and from the bike racks by entering the Little League driveway, then passing in front of rooms 17-20, and around the ends of Rooms 20, 15, and 10. Students who come to school and go home along Middlefield Road should enter through the gate near the tennis courts and the crossing light, then past the end of the art room directly to the bike racks. Bicycles, skate boards and scooters must never be in the halls or in front of the school. There are no exceptions to this rule! Also, equipment must be walked when inside the perimeter of the school buildings.

School Rules
Encinal is a great place to be! Because we want our school to continue to provide a safe place for learning and playing, we have three main rules. These are:
  • Treat others with respect
  • Behave fairly and appropriately
  • Be safe and help keep others safe
  1. Weapons, dangerous objects, and illegal substances are forbidden on school grounds. Possession use of these will result in suspension. California State law also indicates that expulsion shall be recommended for any student who has possession of a weapon.
  2. Students will respect and protect school property and supplies, and the property of others. Students and families will be requested to make restitution for any damage to school or personal property, including any vandalism that results from student action.
  3. Courtesy and fair play are expected of all students at all times. Unfairness, foul language, rudeness, hitting, shoving, bullying, cutting into line, fighting, etc. will result in a student's removal from a game or activity and/or play equipment being taken away. Repetitive infractions may result in a referral to the principal.
  4. Out of bounds areas during recess include courtyards, walkways and hallways, area behind and between portables, bushes and tree areas around fences, without adult supervision. Students will be benched or receive a consequence from the teacher or yard duty supervisor.
  5. Throwing rocks, sticks, tan bark, or any item not meant to be thrown is prohibited.
  6. Walk safely everywhere except for designated blacktop and playing field areas.
  7. Sports equipment is to be used appropriately and only in playground areas. All play with equipment stops when first bell rings.
  8. All food and snacks are to be eaten only at the designated areas.
  9. Toys from home are not permitted. (Examples include trading cards, dolls, stuffed toys, electronic games, CD players, etc.) The only exception to this rule is for soft play-ground balls that students are willing to share with others.
  10. Students will wear appropriate clothing to school. No hats to be worn in the classroom or in the school buildings. Offensive messages on clothing will be immediately covered and parents will be called to bring a change of clothing to school.
  11. Bicycles, in line skates, skateboards and scooters must be walked on school grounds. Students will be reminded to walk. If behavior persist, students must call parent and explain the behavior.
Discipline Philosophy Statement
It is the philosophy of the Menlo Park City School District and Encinal School that all students have the right to learn in a safe and caring environment. It is important that there be a shared responsibility among students, parents, teachers and administrators in providing the most productive learning environment. The school provides the atmosphere in which the students may learn. Student behavior, which disrupts the educational process, is not acceptable. It is the student's responsibility to participate in the learning process by listening, following directions, and developing self-control in order to make the right to learn a reality. To provide a more conducive learning environment for all students, it is necessary that students, families and the school fulfill their responsibilities.

Student Responsibilities

Students will treat others with thoughtfulness and courtesy.

Students will obey all school and safety rules.

Students will respect the rights and property of all people.

Students will accept responsibility for their actions and will actively participate in the learning proces

Parent Responsibilities

Parents are responsible for developing in their children, respect, courtesy, obedience to rightful authority, consideration for the rights of others and the desire to learn.

Parents are responsible for reviewing and reinforcing school rules and regulations.

Parents are responsible for cooperating with school personnel in following through with reasonable suggestions for student improvement.

Parents are responsible for their children attending school daily, being on time, and observing the school's daily beginning and dismissal times.

 

School Responsibilities
The school is responsible for providing a positive learning environment.

The school is responsible for establishing rules of behavior and safety for all students and communicating the standards to all students and parents.

The school is responsible for teaching and encouraging positive behavior and for consistently enforcing school rules.

The school is responsible for communicating with parents and students regarding successes and problems of individual students.

Testing
The following tests will be given to Encinal pupils during the school year. Group results of the tests are reported to the Board of Education each year. Individual performance may be discussed with parents by the teacher or the principal.

Speech and Language Therapy
Referred students are screened for speech problems. Those students so designated are then scheduled on a regular basis for speech therapy.

Music Instruction
Band, orchestra and vocal music instruction is available for interested 4th and 5th grade students.

Gifted and Talented Education (GATE)
State funds are provided to Encinal to identify gifted students in grades 4 and 5. Recommendations for qualifying students are made by individual teachers. The teacher then meets with a GATE Committee to discuss the recommendation with the committee making the final decision on admission to the program.

School Improvement Plan (SIP) and School SITE Council
Under the guidelines of A.B. 65, a School SITE Council was established at Encinal School. This School SITE Council is composed of five parents, three teachers, one other school representative, and the principal. These people are responsible for writing the School Improvement Plan, submitting it to both the Menlo Park School Board and the State for approval, and for the implementation of the Plan. Funds this year will be used for providing instructional program assistance, an aide, and support for mathematics and language arts.
